Best cyclist to miss out on a chance at Div 1 glory?

Simple question.  Who is the best cyclist in CFF who've never had a chance at division 1 glory?
(and why did you chose that cyclist?)

I agree 2 beasts, and although he gets good results Artur Berbat from Tourmalet for me had a great potential .

Lev Basov. While at RaboRuben now he is over his prime.

His former teams MariscoRecio and PalmeirasMarcos were in 1st division while he was cycling with those teams, I think? So he had (and still has) his chances. Maybe not in his prime years, but still managed to get some medals in 1st division on his 29th.

Yes, but i think they were largely inactive. Still a rider that should have won so much more. But perhaps not the one that never got a chance.

There was once a great hiller from Belgium, I think Courtois, who got stuck in 2nd division. Can't remember exactly though..

Cyril Courtois, same generation as Zoontjes. I was happy he was stuck there ;)
